Educate and engage the public in the implementation of federal health reform to ensure that Kentuckians realize the maximum benefits of the law 
Assure that current levels of Medicaid coverage and services are maintained as federal health reform is implemented
Facilitate consumer involvement in developing health insurance exchanges
Monitor the impact of Medicaid managed care to assure transparency and consumer input and to maximize the opportunity for improved quality, access, and health outcomes
